1. North Carolina Tar Heels
There’s always going to be a few potential transfer destinations that are a bit out there for someone like Rising. For this list, that is the North Carolina Tar Heels who struggled mightily in the ACC for the past two years. A turnaround shouldn’t be too far away, though, with some significant changes made in the early part of the off-season.
The appeal of the Tar Heels for Rising is two-fold. The obvious draw is going to be the new coaching regime under former Texas football head man Mack Brown. Another draw for Rising to the Tar Heels would be the clear path to a starting job that has a good amount of skill position talent surrounding him.
Brown sparked a shift of the UNC fortunes on the recruiting trail in the past few months, and even landed four-star highly touted 2019 quarterback Sam Howell. If Rising did choose to take his talents to Chapel Hill, NC, the competition for the starting quarterback job would likely fall between him and Howell.
However, the Tar Heels were one of the few programs on the east coast that offered Rising since he is a California native. Former UNC head coach Larry Fedora was the one that recruited Rising, but Brown is a very ideal coach for him to play for. As one of the four ACC programs that offered Rising during his recruitment, UNC is an underrated but ideal transfer destination.
