2. Gary Keithley

As the lone apparent quarterback in NFL history to post a passer rating of 0.0 in back-to-back starts, the career of former Longhorns signal caller Gary Keithley didn’t offer much of any value. His NFL career didn’t last all that long, but it is clear that the St. Louis Cardinals (now the Arizona Cardinals) regret drafting him where they did in 1973.

There is an asterisk that comes along with Keithley making this list. While he started out his college career playing for the Longhorns, he finished it all out with the UTEP Miners. Keithley joined the UTEP football program following a brief amount of playing time with the Longhorns in the 1970 season.

Keithley did get a shot with some playing time at the quarterback position under legendary former Texas head coach Darrell Royal during the 1970 season. He came right after legendary Texas signal caller James Street in 1970, but Eddie Phillips would get most of the snaps in the early 1970’s under center.

Moreover, the Cardinals picked up Keithley with the 45th overall pick in the second round of the 1973 NFL Draft. He only played in 14 games during his rookie season in 1973 before he was benched. Jim Hart would wind up taking over for the rest of the season and most of the noise that Keithley made in professional football from then on out was in the CFL.
