Definitely, the school that most notably would veto the Longhorns and Sooners joining the SEC would be the former Big 12 foe Texas A&M Aggies. Without hesitation, Texas A&M athletic director Ross Bjork made his thoughts on the matter of Texas and Oklahoma reaching out to the SEC to gauge the ability to join the conference known immediately on July 21.
Bjork stated that Texas A&M wants to be the “only program’ in the SEC in the state of Texas, which would obviously mean he would likely severely oppose the Longhorns making the move out of the BIg 12.

It is likely that most college football fans would want to see the Lone Star Showdown rejuvenated between Texas and Texas A&M. But that doesn’t necessarily that it has to happen by way of Texas leaving the Big 12 to join the SEC. This is one route to take to make this happen again, though.
If Texas and Oklahoma were to join the SEC, it would take a pretty significant recruiting edge away from the Aggies. It would also put the state of Texas almost in total control of the SEC if Texas and Oklahoma were to join the conference.
Bjork could be speaking for pretty much the entire Aggies fan base when he says that he essentially doesn’t want the Longhorns to have anything to do with the SEC. And while Texas A&M fans would likely oppose Oklahoma joining the SEC less than Texas, they probably don’t want either program to be with them.
